Brown ground beef and drain. Add soy sauce. Then add carrot, onion, and celery and cook until celery is cooked through.

In a baking dish add the chop suey vegetables, cream of chicken and cream of mushroom soups (No water), beef mix, rice, and about 1/2 cup of the chow mein noodles. Top with another 1/2 cup of the noodles.

Bake covered at 350 for a hour. Bake uncovered for 15 min. Serve with a sprinkle of the chow mien noodles on top.
