Mix first 5 ingredients in gallon-size resealable plastic bag.

Dip wings in milk. Shake wings (2 at a time) in bag until evenly coated. Lightly shake off excess and arrange wings on 2 baking trays. Spray wings with butter spray so coating is moist.

Bake in the preheated oven for 30 minutes. Turn wings, spray to moisten coating.
