Preheat oven to 350 degrees F (175 degrees C).

In a medium saucepan heat olive oil and butter over medium-high heat. Saute garlic, onions, and carrots until softened, approximately 5 minutes.

In a 2 quart ovenproof dish, combine sauteed vegetables, barley and stock.

Cover and bake in the preheated oven for 75 minutes. Stir in remaining ingredients and return to oven for 5 minutes.
