Drain juice from tomatoes. Combine with vinegar, lime juice, salt, and cilantro in glass bowl. Cover.

Chill and marinate in refrigerator for 8 hours or overnight.

Simmer the remaining ingredients for 20 minutes in a saucepan over medium heat. Cool.

Mix the simmered ingredients with the marinated tomatoes and chill.
