In a small bowl, stir together the sugar, cinnamon, nutmeg, ginger, and cloves. In a separate bowl, combine chili sauce, ketchup, and mustard.

Heat the olive oil in a large skillet. Add onion and garlic and cook, stirring frequently, until onions are barely softened (about 5 minutes).

Add ground beef and mix well with onions and garlic. Cook over medium heat until beef is thoroughly browned, about 10 minutes. Drain grease.

Place skillet with beef back on the heat and add the vinegar, then the chili sauce mixture and the sugar mixture. Stir well until everything is incorporated.

Cook uncovered on medium-low heat, simmering for about 20 minutes to let the liquid reduce. Stir occasionally.

Serve Sloppy Johns mixture over soft rolls, if desired.
