Bring all dressing ingredients to boil in saucepan over medium heat. Remove from heat and set aside.

Place cabbage, peppers, and onion in a large bowl. Sprinkle with 1 cup sugar. Do not stir.

Pour dressing over mixture. Do not stir.
4.
Cover tightly with plastic wrap and refrigerate for 4 hours (don't open the plastic wrap until full time has passed!). Then open and stir.
