With a paddle mix together sugar, oil, and milk.

Add the egg; mix until incorporated.

Add flour, cocoa, baking soda, salt, and vanilla; mix until fully incorporated.

Pat dough into a log shape and put in freezer for 20 minutes.

Slice into discs and dip tops in powdered sugar.

Bake in the preheated oven for 8 to 10 minutes.
