Combine tomato paste, 1/4 cup lime juice, and coriander in a large plastic resealable bag. Add steak, seal bag, and turn to coat. Refrigerate to marinate for 30 minutes, then drain.

Combine 1/4 cup lime juice, sugar, salt, red pepper, flakes, cabbage, carrots, bell pepper, cilantro, and mint in a large bowl and toss well to incorporate.

Preheat broiler to High and cover a baking sheet with foil. Set the steak on the baking sheet.

Broil steak for about 10 minutes, flipping once midway through cooking time, until steak is almost completely browned through. Remove from heat and let the meat rest for 10 minutes, then slice thinly.

Toast kaiser rolls, then fill with steak and the cabbage mixture. Serve.
