Melt the butter in a soup pot over medium heat. Cook the celery and onion until tender, about 10 minutes. Stir in the flour and cook for a few minutes.

Stir in the milk and chicken broth, and bring to a boil. Reduce heat to medium-low and stir in the remaining ingredients until the cheese has melted. Simmer 10 minutes until heated through.
